North Peace Fall Fair Grounds – Feasibility Study RFP 32-2023

Description:

The Peace River Regional District (Regional District) is requesting proposals from qualified proponents to submit proposals for North Peace Fall Fair – Feasibility Study.

The North Peace Fall Fair Grounds are owned by the Peace River Regional District, and operated by agreement by the North Peace Fall Fair Society. Over a number of years, the Society has grown the facilities on the grounds to include a number of buildings and other structures to accommodate the fair, and to commemorate the agricultural history of the North Peace. In order to ensure continued safe use of these buildings and to ensure the grounds are being used to the greatest extent, a feasibility study is required. The feasibility study would include: conceptual design and cost estimate to upgrade the Adeline Kelly Hall to a public occupancy building, a needs assessment that examines the existing buildings and structures and identifies opportunities for increased usage, options for operating models, new or upgraded buildings, and operating costs.

The study is to be completed, including final report submission and findings presentation to the Board of the Peace River Regional District on or before December 8, 2023.

All RFP submissions must be uploaded electronically to https://prrd-bc.bonfirehub.ca/.

PROPOSALS for “North Peace Fall Fair Grounds – Feasibility Study, RFP 32-2023” must be uploaded, submitted, and finalized prior to the Submission Deadline of September 1, 2023 – 10:00 AM MST. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before the Submission Deadline to begin the uploading process and to finalize your submission.
Each proponent will be solely responsible for examining all the RFP documents, including any addenda issued during the RFP period and for independently informing itself with respect to any and all information contained therein, and any and all conditions that may in any way affect the proposal, before the proposal is submitted.

Proposals will be evaluated on the basis of experience, references, and completeness of the proposal, price and other factors as determined by the Regional District.

The Regional District reserves the right to accept or reject any or all proposals and to waive irregularities at its own discretion. The lowest or any proposal will not necessarily be accepted and the Regional District reserves the right to negotiate terms and conditions with the successful proponent.
