Housing Needs Assessment, Update – RFP 31-2024

The Peace River Regional District (“the Regional District”) is seeking proposals from qualified consultants to complete an update to the existing Housing Needs Assessment in compliance with the new Provincial legislation by January 1, 2025. The existing Housing Needs Assessment was completed in 2021 and the associated documents are available for review on the PRRD’s website. This update to the existing Housing Needs Assessment is intended to assist the Regional District and partner member municipalities (Dawson Creek, Pouce Coupe, Hudson’s Hope and Chetwynd) to understand the current housing situation, to inform future policy and strategic decisions. The successful proponent requires a solid understanding of the current and projected housing market demand, socioeconomic factors affecting housing, demographics and other relevant factors. The proponent must be able to ensure that regional considerations are incorporated into the final plan, such as the remoteness of some rural communities, limited infrastructure, and limited resources available to support the development of new housing and/or the implementation of housing targets.

All RFP submissions must be uploaded electronically to https://prrd-bc.bonfirehub.ca/.

PROPOSALS for “RFP 31-2024 Housing Needs Assessment, Update” must be uploaded, submitted, and finalized prior to the Submission Deadline of March 19, 2024 – 2:00 PM MST.  We strongly recommend that you give yourself sufficient time and at least ONE (1) day before the Submission Deadline to begin the uploading process and to finalize your submission.

Each proponent will be solely responsible for examining all the RFP documents, including any addenda issued during the RFP period and for independently informing itself with respect to any and all information contained therein, and any and all conditions that may in any way affect the proposal, before submitted

Proposals will be evaluated on the basis of experience, references, completeness of the proposal, price and other factors as determined by the Regional District.

The Regional District reserves the right to accept or reject any or all proposals and to waive irregularities at its own discretion.  The lowest or any proposal will not necessarily be accepted and the Regional District reserves the right to negotiate terms and conditions with the successful proponent.
